Cameroon’s military command structure has undergone significant changes through a presidential decree, coinciding with the prolonged absence of President Paul Biya from the country—now approaching two months. The shake-up reinforces the security framework surrounding Cameroon’s head of state.

Four generals have been appointed to key positions within the presidential security apparatus, as outlined in the decree signed by the president on August 3. This move underscores a strategic reinforcement of the head of state’s protection.

Among the appointments is that of General Ebaka Hypolite, who has been named Major General of the Armed Forces. Now 73, General Ebaka retains his concurrent role as Major General of the Land Army. He ranks second only to the Chief of Staff of the Armed Forces, General René Claude Meka.

The timing of these appointments has fueled speculation and debate regarding President Biya’s capacity to carry out his duties. Now 93 and in power since 1982, Biya is the world’s longest-serving head of state. He left Cameroon on June 7 for what authorities described as a “brief private stay in Europe.”

Government officials have dismissed concerns about his health, affirming his imminent return. However, the prolonged absence has drawn sharp criticism from the opposition, which warns of a “power vacuum” and a nation operating in “autopilot mode.” Calls for the appointment of a vice president and a new government have gone unanswered for months.
