Mali drone strikes: the moment 731 civilian deaths forced a reckoning

Something shifted in Mali’s air war. After three years in which armed drones became the weapon of choice in the fight against insurgent groups, an investigation has laid bare a toll that cannot be ignored: 731 civilians killed in 199 strikes carried out between September 2023 and September 2026, according to data cited by researchers. This is the turning point — the moment when the cost of a strategy built on remote warfare became impossible to look away from.

A new phase in Mali’s air campaign

In the north and centre of the country, the hum of a drone overhead has become a sound that empties streets and silences markets. Over the past several years, Mali’s authorities have invested heavily in air power to pursue armed groups. Turkish-made Bayraktar TB2 and Akinci drones, alongside combat aircraft, now fly missions for the Malian Armed Forces (FAMa) and their Russian partners from the Africa Corps.

In theory, these systems allow strikes on identified targets from a distance, with far greater accuracy. In practice, an investigation conducted with contributions from The Sentry paints a far more troubling picture, documenting how the gap between promise and outcome has widened.

Researchers examined roughly 60 strikes and independently reconstructed 12 of them, cross-referencing satellite imagery, video, photographs, munition debris, witness accounts and geolocation data. In those twelve cases alone, they identified 146 civilian deaths.

On a broader scale, ACLED data cited in the investigation records 199 strikes that primarily hit civilians, and 731 civilian deaths over the three-year period. These figures do not mean every victim was individually identified, nor that legal responsibility for each strike is established. But they offer a measure of the scale of civilian loss attributed to this air campaign.

Children among the dead

This is among the most sensitive findings. In some of the cases studied, witness testimony and material gathered by researchers raise questions about what operators knew before a strike was launched.

One phrase reported in the course of the investigation captures the accusation with brutal clarity: “They saw the children, and they fired anyway.”

If established in the cases concerned, such a practice would raise serious questions under the fundamental principles of international humanitarian law — above all the distinction between combatants and civilians, and the obligation to take every possible precaution to spare the population.

But the question reaches beyond the operators sitting behind their screens. It concerns the entire chain that leads to a strike: intelligence gathering, target identification, mission validation, weapons selection and the order to fire.

An accountability chain that is hard to trace

This is precisely where the investigation places its emphasis. Mali’s air war involves multiple actors: Malian forces, Russian partners from the Africa Corps and, in the case of Turkish drones, the parties involved in their acquisition and operation.

That entanglement makes determining responsibility extraordinarily complex. Who identifies the target? Who confirms its military nature? Who gives the order to strike? Who controls the operation at the moment of firing? And above all, who answers for the victims when a strike hits a civilian population?

These questions carry particular weight in a conflict where Malian authorities routinely present their air operations as actions against armed groups.

Why technological precision does not protect civilians

The arrival of drones has often been associated with the idea of a more precise kind of war. An operator can observe an area from a distance, track a target and choose the moment to strike without exposing soldiers to enemy fire.

But technology does not eliminate human error. Nor does it guarantee that intelligence is accurate.

On the contrary, in a region where armed groups move among the population, where villages are isolated and where available information is sometimes fragmentary, identifying a combatant with certainty can prove extremely difficult.

The investigation highlights the contrast between the sophistication of the weapons deployed and the vulnerability of the people living in conflict zones. For residents, a drone appearing in the sky does not necessarily distinguish a fighter from a herder, a trader or a child.

A war that leaves deep marks

The available figures reflect a significant evolution in Mali’s air war. According to the data cited in the investigation, the number of strikes causing civilian casualties has risen sharply compared with previous years.

This shift comes as violence against civilian populations remains a major problem across the Sahel. Armed groups themselves are responsible for numerous attacks on civilians and possess growing capabilities in drones and explosive devices.

For Malian families, however, the distinction between different technologies and different chains of responsibility changes nothing about the final reality: when a strike hits a village, lives disappear.

The question raised by these revelations is therefore not only about the military effectiveness of drones. It is also about the limits that must govern their use.

As Sahelian armies acquire ever more sophisticated air capabilities, the question of responsibility becomes unavoidable. A weapon capable of striking from several kilometres away does not exempt the person using it from verifying the target.

In Mali, the hundreds of deaths recorded in the data cited by the investigation recall an essential truth: in any technological war, the distance between the person who presses a button and the person who dies can be immense. But responsibility does not disappear with distance.
