Inside Benin’s CCI 2027 budget: the logic behind a 6.6 billion FCFA plan

The Chamber of Commerce and Industry of Benin (CCI Benin) devoted its second ordinary session, held on Friday, 18 September 2026 in Cotonou, to reviewing and voting on its draft 2027 budget. The overall envelope stands at 6.6 billion FCFA, with 2.1 billion FCFA earmarked for investment — a ratio that says as much about the institution’s ambitions as it does about the pressure coming from its supervisory authority.

What the government expects from the CCI

Behind the headline figure lies a clear instruction from the supervisory ministry: execute the 2.1 billion FCFA transparently and shift the balance away from running costs in favour of investment. Alimatou Shadiya Assouman, Minister of Interior Trade and Formalisation of the Economy, also called for stronger collection of the Chamber’s membership dues, working in coordination with the Directorate General of Taxes.

The government wants measurable results on two fronts: the formalisation of business activities and job creation. According to the roadmap presented to the consular elected officials, CCI actions must prioritise small traders, young entrepreneurs and women processors.

A nationwide footprint, not just the economic hubs

The territorial dimension is another requirement placed on the institution. The Chamber is expected to roll out its interventions across all 77 communes of Benin, reaching beyond the main economic centres so that its services sit closer to businesses and local economic players.

Leadership’s commitment

Arnauld Akakpo, President of CCI Benin, gave assurances that the institution would place its territorial network and expertise at the service of formalisation and the modernisation of interior trade. He framed the Chamber as a bridge between public policy and the day-to-day needs of businesses.

How the budget was adopted

The draft budget was examined and voted through by the Consular Assembly during this second ordinary session. The programming sets 6.6 billion FCFA for the 2027 financial year, with 2.1 billion FCFA channelled towards investments and an expected reach across the 77 communes.
