Côte d’Ivoire advances toward 2045 national spatial plan with landmark validation
Ivorian authorities validate landmark territorial planning framework
The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Development Framework (SNAT CI-2045). The gathering brought together key stakeholders including government institutions, prefectural leadership, territorial authorities, technical and financial partners, public agencies, the private sector, civil society, academia, experts, and media representatives.
This milestone paves the way for adoption of the country’s first national territorial planning reference document. The SNAT CI-2045 will equip the State with a comprehensive framework to guide public and private investments, enhance policy effectiveness, and promote balanced territorial development across the nation.
Under the leadership of President Alassane Ouattara, the Government is advancing its strategic planning infrastructure to support economic, social, and environmental transformations in Côte d’Ivoire. Territorial planning stands at the core of this vision, ensuring more equitable investment distribution, unlocking regional potential, and strengthening policy coherence for sustainable growth.
Framework for long-term spatial organization
The SNAT CI-2045 serves as the definitive reference for long-term spatial development, structuring the allocation of public and private investments while harmonizing state, local, and development actor initiatives. Each region will be assigned specific development roles to optimize its unique strengths and opportunities.
Dr. Souleymane DIARRASSOUBA emphasized the framework’s role in aligning with the National Development Plan (NDP) 2026–2030. He stated, « The NDP sets medium-term priorities and investments for national development. The SNAT CI-2045 translates these into territorial realities over the long term, serving as the foundation for future National Development Plans. Together, these frameworks ensure coherent public action across the entire territory. Our mandate is to secure a place for every region in the national development journey. »
Key strategic priorities
The validated orientations result from a scientific, participatory, and multi-scale consultation process, grounded in a thorough national territory analysis. They address critical challenges including reducing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, preserving natural resources, and deepening regional integration.
The SNAT CI-2045 envisions a Côte d’Ivoire where all territories are resilient, competitive, and share prosperity. Its five strategic axes include:
- Balanced territorial development
- Efficient urban and rural network organization
- Strengthened territorial governance
- High-performance, resilient, and inclusive economic growth
- Accelerated climate transition
Following the workshop, the draft framework will proceed to government review before parliamentary adoption through the law establishing the National Territorial Development Framework. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding state actions to channel investments toward areas where impact will be most transformative—fostering a more balanced and sustainable national development.
