Côte d’Ivoire 2045: national territorial planning framework validated in Abidjan

Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, chaired Thursday in Abidjan the national workshop validating the study for Côte d’Ivoire’s National Territorial Planning Scheme (SNAT CI-2045). The event brought together senior officials, prefects, local authorities, technical and financial partners, public administrations, the private sector, civil society, academics, experts, and media representatives.

This milestone paves the way for adopting the country’s first national territorial planning reference document. The SNAT CI-2045 will equip the State with a guiding framework to steer public and private investments sustainably, enhance the effectiveness of government action, and promote more balanced regional development across Côte d’Ivoire.

The Government, under the leadership of President Alassane Ouattara, continues strengthening its strategic planning framework to support the country’s economic, social, and environmental transformations. Territorial planning plays a central role in this strategy, ensuring a fairer distribution of investments, unlocking each region’s potential, and aligning development policies for greater coherence.

The SNAT CI-2045 serves as the long-term spatial development blueprint, outlining where public and private investments should be strategically located. It harmonizes the efforts of the State, local governments, and development stakeholders by assigning each territory specific development roles.

The SNAT CI-2045 translates these into territorial terms for the long term and will underpin future National Development Plans. Together, these frameworks ensure coherent public action across the entire country. The validated orientations result from a scientific, participatory, and multi-scale consultation process. They stem from a thorough assessment of the national territory and address key challenges: reducing regional disparities, managing urban expansion, boosting territorial competitiveness, improving local governance, preserving natural resources, and reinforcing regional integration.

The SNAT embodies a vision of a Côte d’Ivoire where territories are resilient, competitive, and drivers of shared prosperity. It is structured around five strategic pillars: balanced territorial development, efficient urban and rural networks, stronger territorial governance, a high-performing resilient inclusive economy, and accelerated climate transition.

Following the workshop, the draft Scheme will be submitted to the Government before being sent to Parliament for adoption via the law establishing the National Territorial Planning Scheme. Once enacted, Côte d’Ivoire will possess its first national territorial planning reference, guiding State action to direct investments toward the areas where they will deliver the greatest impact and foster balanced national development.
