France is seeking to redefine its long-standing relationship with Morocco through a landmark bilateral treaty. The agreement aims to establish a robust framework for sustained cooperation, tailored to address the evolving challenges of the coming decades.

French Interior Minister Sébastien Lecornu unveiled the initiative during a press briefing in Rabat on July 16, following the 15th High-Level Franco-Moroccan Meeting. The French delegation, led by Lecornu and comprising twelve ministers, engaged in high-level discussions with their Moroccan counterparts.

“This treaty represents a historic milestone—it will be the first such agreement France signs with a nation outside the European Union,” Lecornu stated in remarks later shared by French authorities.

A joint committee of French and Moroccan experts is currently drafting the treaty’s provisions. The document is envisioned not merely as a symbol of friendship but as a dynamic, forward-looking framework to guide bilateral relations for generations to come.

France and Morocco: a partnership poised for transformation

The treaty builds on the momentum of French President Emmanuel Macron’s state visit to Morocco in October 2024, during which both governments committed to concrete actions. Now, they are accelerating efforts to implement those promises and introduce innovative new projects.

Key areas of focus include strengthening industrial collaboration, advancing energy initiatives, modernizing transport networks, and deepening defense and security ties. The agreement also prioritizes agricultural innovation, cultural exchanges, and higher education partnerships. Facilitating mobility for entrepreneurs and students is another central objective.

Lecornu highlighted the robust cooperation between Moroccan and French agencies combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security pact is expected to further solidify these joint efforts.

The French delegation reaffirmed France’s unwavering stance on the Sahara issue, describing it as “inalterable.” They emphasized that this position would remain consistent and guide all future engagements with Morocco.
