Representatives from the Government of the Democratic Republic of Congo (RDC) and the Alliance Fleuve Congo/Mouvement du 23 mars (AFC/M23) have reached an agreement to establish a joint mechanism. This body will be tasked with evaluating the progress made and addressing any obstacles encountered in the implementation of the Doha framework agreement. This significant development was announced in a communiqué issued on Saturday, August 22.
Notable advancements include the successful establishment of the secretariat for the Expanded Joint Verification Mechanism Plus (EJVM+). Furthermore, an EJVM+ reconnaissance mission was conducted on August 20, benefiting from logistical backing by MONUSCO. This mission served as a crucial precursor to the inaugural ceasefire verification mission, which is slated for August 24 in Minembwe.
Another key understanding reached by the parties involves the critical need for a standardized methodology in reporting any violations of the ceasefire.
Roadmap for peace and enduring commitments
The involved parties have meticulously crafted a comprehensive roadmap, outlining specific stages and a clear timeline for ongoing negotiations under the umbrella of the Doha Agreement. They have unequivocally reaffirmed their dedication to continuing these discussions, striving towards a holistic and lasting peace. It was also clarified that the sequence in which protocols are negotiated will not dictate their order of implementation.
Both the RDC and AFC/M23 representatives conveyed their profound appreciation to Qatar, the United States, Togo, Switzerland, and the African Union Commission for their unwavering support in fostering peace across the eastern regions of the RDC and throughout the broader Great Lakes area.
Massad Boulos, who serves as the Senior Advisor for Africa and the Middle East to the American President, shared his perspective on his X account:
« I am pleased to observe further advancements stemming from the meetings held in Switzerland, aimed at progressing the Doha Framework for a comprehensive peace agreement between the Government of the RDC and the AFC/M23. The United States remains committed to promoting peace and stability in eastern RDC and the Great Lakes region. »
