Benin public service promotion unlocks 12th grade for over 1,100 officials

The Beninese government has approved the financial and administrative regularization of 1,110 civil servants previously stuck at the eleventh grade. This long-awaited decision brings immediate financial relief, including the payment of salary arrears, to public sector workers.

After months of advocacy by unions and government employees, the Council of Ministers, led by President Romuald Wadagni, formally authorized the automatic advancement to the twelfth grade for a significant group of state agents. The measure targets precisely 1,110 officials who meet the required criteria of seniority and merit as of December 31, 2025.

Breaking the logjam in civil service progression

This breakthrough resolves persistent delays stemming from previous career reforms. While legislation had already expanded the grade scale to facilitate smoother progression within the Integrated Human Resources and Payroll Management System (SIGRHP), technical alignment for the automatic shift to the twelfth grade had been lagging.
