Senegal seeks renewed partnership with France at national day celebration

The French national day provided the perfect backdrop for Senegal’s Minister of Foreign Affairs, Mr. Moussa Sarr, to underscore the depth of ties between Dakar and Paris. In a keynote address, he described the relationship as “historically rich, multifaceted, and deeply rooted,” spanning human, cultural, economic, scientific, and academic exchanges. Yet, he emphasized that this partnership is now entering a critical phase of evolution, with both nations pursuing a dialogue that is “demanding, clear-sighted, and constructive” to align their cooperation with the evolving aspirations of their people and the shifting regional and global landscape.

Central to this renewed vision are core principles: mutual respect for sovereignty, unwavering trust, open dialogue, equitable partnership, and shared interests. Mr. Sarr outlined key sectors where bilateral collaboration must deepen, including education, vocational training, healthcare, infrastructure, transportation, agriculture, energy, sanitation, urban development, research, and innovation.

Education and vocational training stood out as pillars of this cooperation. The Minister highlighted breakthrough initiatives in higher education and skill development, alongside efforts to strengthen decentralized cooperation and engage the Senegalese diaspora through the Programme d’appui aux initiatives de solidarité pour le développement. He also expressed gratitude to France for its pivotal role in supporting Senegal’s bid to host the 2026 Youth Olympic Games, particularly in logistics, security, and emergency response coordination.

A delicate yet pivotal topic—historical memory—was addressed with cautious optimism. Mr. Sarr pointed to “positive dialogues” underway on access to archives, declassification of historical documents, and joint training programs for archivists and heritage professionals. He also mentioned French experts assisting in archaeological excavations, though specific sites remained undisclosed.

On the international stage, the Minister underscored shared challenges—security threats, climate change, energy transitions, food sovereignty, global economic governance, mobility, and peace—as areas demanding a renewed multilateral approach and balanced partnerships. He praised the high-level exchanges between the two governments and announced upcoming bilateral meetings, including intergovernmental seminars, to chart a forward-looking agenda.
