Oligui Nguema convenes top financial chiefs for Gabon’s fiscal overhaul
President Brice Clotaire Oligui Nguema of Gabon presided over a pivotal cabinet meeting in Libreville this Wednesday, gathering all general directors from the nation’s financial regulatory bodies.
The declared objective was clear: to align public finances directly with Gabon’s national priorities and ambitious development projects.
A central theme of the discussions revolved around revenue mobilization. The Head of State specifically called for an in-depth analysis of current fiscal and customs exemption policies.
President Oligui Nguema mandated a comprehensive audit to differentiate between justified exemptions and those that have expired but «continue to unduly deprive the State of substantial resources».
This sends an unequivocal message to economic operators: the era of tax benefits without measurable economic impact or tangible reciprocity is over.

Digitalization and debt strategy: key areas of focus
The President also strongly advocated for the modernization of financial administrations. He underscored the «strategic importance of digitalization and interconnection» among the General Directorate of Taxation (DGI), the General Directorate of Customs and Indirect Duties (DGDDI), and the Treasury.
Gabon’s leader aims to enhance collection performance, bolster transparency, and ensure greater efficiency in public action.
Furthermore, the Gabonese head of state instructed financial administration leaders to implement a «rigorous debt sustainability strategy». For President Oligui Nguema, this is crucial for solidifying Gabon’s financial credibility with technical partners and funders, particularly as discussions with the International Monetary Fund (IMF) continue.
Increased revenue for enhanced public services
President Oligui Nguema emphasized that every franc collected must translate into concrete benefits for Gabonese citizens. Additional resources are earmarked primarily for education, healthcare, road infrastructure, access to potable water, electricity, and other essential public services.
A new monthly commitment
To embed this results-oriented approach, Brice Clotaire Oligui Nguema has institutionalized this council, which will now convene monthly. These regular meetings will serve to evaluate revenue mobilization, budget execution, and debt management.
This strategic oversight method is set to expand to other critical sectors, including health, education, public works, water, and energy.
