New leadership at Senegal’s constitutional council after reform

The Republic of Senegal has entered a new chapter in its legal and institutional landscape following the appointment of Ousmane Diagne as President of the Constitutional Council. The decision, formalized through a presidential decree signed on July 13, places Diagne at the helm of a pivotal institution responsible for safeguarding constitutional principles and electoral integrity.

Replacing the late Mamadou Badio Camara, Diagne brings extensive experience as a former Minister of Justice to his new role. His appointment comes at a critical juncture, as the nation grapples with the implications of a recently adopted constitutional reform. The high court’s endorsement of the reforms has been widely interpreted as a significant political triumph for President Bassirou Diomaye Faye, who had actively sought the council’s validation.

However, the decision has not been without contention. The Pastef party, led by Ousmane Sonko, had championed the constitutional amendments but now faces disappointment following the council’s ruling. The institution’s primary mandate includes reviewing the constitutionality of laws, adjudicating electoral disputes, and ensuring the fairness of electoral processes—functions now under Diagne’s stewardship.
