An international human rights organization has documented allegations that a Russian-linked military unit conducted unlawful airstrikes in central Mali last month, resulting in the deaths of eight civilians, including three children. The incident occurred on June 15 when a Russian-made Sukhoi Su-24 aircraft targeted the village of Kyrnia in the Mopti region, striking a civilian residence and a livestock market without hitting any militant targets.
Investigators from the rights group concluded that the operation violated international humanitarian law, with one senior researcher stating that the strikes “deliberately disregarded the laws of war.” The organization held both the Malian government and its allied forces accountable, emphasizing that Mali’s leadership has granted “unrestricted power” to foreign security partners operating within its borders.
Evidence from multiple sources
The findings were based on extensive field research, including 19 telephone interviews conducted between June 24 and July 14 with villagers, local journalists, military personnel, and civil society representatives. Analysts also reviewed satellite imagery of the strike sites, verified a video released by Africa Corps, and examined photographs published by an Islamist armed group operating in the area.
Violations of international law
Under the laws of armed conflict applicable in Mali, attacks targeting civilians or civilian infrastructure, failing to distinguish between combatants and non-combatants, or causing disproportionate harm to civilians are strictly prohibited. The human rights organization called on Malian authorities to immediately initiate impartial investigations into potential war crimes, including the Kyrnia airstrikes, and hold all responsible parties accountable.
Since General Assimi Goïta assumed leadership, Mali has deepened its military cooperation with Russia, particularly in counterterrorism efforts, following the withdrawal of French forces and UN peacekeepers from the country.
