Togo and Luxembourg strengthen ties with three major agreements in Lomé
The diplomatic relations between Togo and Luxembourg have reached new heights. On Wednesday, July 15, 2026, Foreign Minister Professor Robert Dussey welcomed Vice-Prime Minister and Foreign Minister of Luxembourg, Xavier Bettel, in Lomé. The visit, which follows his 2024 trip, underscored the deep-rooted partnership between the two nations, dating back to March 7, 1972.

This official visit—Xavier Bettel’s second in two years—highlights the unwavering trust and cooperation between Lomé and Luxembourg. To further solidify these bonds, both countries agreed to establish a regular political consultation mechanism through a forthcoming agreement.
Three landmark agreements for Togo’s future
The meetings in Lomé culminated in the signing of three pivotal accords aimed at advancing Togo’s development goals:
- Financing protocol for the INCLURE environmental program: A flagship initiative aimed at enhancing ecological sustainability and resilience.
- Indicative Cooperation Program (PIC Togo-Luxembourg): A structured framework to sustainably guide development assistance.
- Togocyber + cybersecurity program: Supported by LuxDev, the Luxembourg development cooperation agency, this initiative will leverage technical expertise to bolster Togo’s digital transition and cybersecurity under the leadership of Digital Transition Minister Cina Lawson.
