Senegal prime minister proposes autonomous market management structure

Dakar — Senegal’s Prime Minister, Ousmane Sonko, has highlighted the critical state of market infrastructure across the country, citing advanced dilapidation and significant security risks as major concerns. Speaking during the latest Council of Ministers meeting, he underscored the urgent need for a dedicated administrative entity to oversee market management and modernization.

Challenges facing Senegal’s markets

The Prime Minister’s assessment reveals a troubling reality: over the past decade, 53 markets have suffered at least one fire incident, exposing vulnerabilities in both safety and structural integrity. His analysis identified key challenges spanning technical, infrastructural, organizational, environmental, and health dimensions, demanding a comprehensive response.

Modernization plan gains momentum

The government’s Programme de modernisation et de gestion des marchés (PROMOGEM) has already laid the groundwork for transformation. A strategic development blueprint covering 2025 to 2029 has been established, aiming to restructure 528 existing markets and construct 67 new, modern facilities nationwide.

Proposed reforms to enhance efficiency

To accelerate progress, Ousmane Sonko has proposed a structural overhaul of PROMOGEM, advocating for administrative and financial autonomy. This would include a 57.5 billion CFA franc budget allocation over four years, drawn from the state’s public investment plan. The reforms seek to enhance operational agility, improve budgetary efficiency, and unlock innovative funding opportunities.

The Prime Minister has tasked key ministries—including those of Industry and Commerce, as well as Finance and Budget—with developing and executing a nationwide network of modern markets. Additionally, he emphasized the importance of rigorous management by local authorities and national private sector stakeholders to ensure long-term sustainability.
