Russia appoints new ambassador to Benin

The Russian Federation has appointed a new diplomatic representative to Benin. President Vladimir Poutine signed a decree on July 21, 2026, officially naming Mikhail Alekseyevich Golovanov as Ambassador Extraordinary and Plenipotentiary to the Republic of Benin. He replaces Igor Evdokimov, who had served in Cotonou for nearly nine years.

Meet the new Russian envoy to Benin

Mikhail Golovanov brings extensive diplomatic experience, particularly in African affairs. A graduate of the Moscow State Institute of International Relations (MGIMO) in 1982, he has dedicated most of his career to the African continent. His postings have included Madagascar, the Republic of the Congo, and Côte d’Ivoire. Most recently, he served as Russia’s Ambassador to Djibouti while also holding a non-resident representative role in Somalia. Elevated to the rank of Ambassador Extraordinary and Plenipotentiary in 2022, he arrives in Cotonou with deep expertise in African political and diplomatic matters.

This appointment aligns with a broader Kremlin strategy to refresh its diplomatic corps across Africa. It underscores Moscow’s commitment to deepening cooperation with Benin in political, economic, and security domains.
