The National Office for the Fight Against Corruption (OFNAC) has released its provisional directory, updated to July 31, 2026, detailing significant failures in asset declaration obligations among top state officials in Senegal. This report highlights that nine key positions, spanning both the Presidency and the National Assembly, are currently non-compliant with these crucial transparency requirements.

The Executive branch is predominantly responsible for these lapses, with seven positions cited either directly within the Presidential Palace or within agencies and commissions under its oversight. Specifically, at the Cabinet level and among direct ministerial functions, the report identifies non-compliance from the personal representative of the Head of State to the International Organization of La Francophonie (OIF), the Special Envoy of the President of the Republic, and the Director of the Presidential Protocol Service. Additionally, several administrative and financial management roles within strategic bodies and regulatory authorities linked to the Presidency are also noted: the Administrative and Financial Director of the Personal Data Protection Commission (CDP), the administrative and financial head of the National Committee of the Extractive Industries Transparency Initiative (CN-ITIE), the Director of Support Services and Finance at the Telecommunications and Post Regulatory Authority (ARTP), and the Deputy Director General of the Agency for the Promotion of Investments and Major Works (APIX-SA), representing the parapublic sector.

Turning to the Legislative branch, OFNAC’s findings point to two instances of non-compliance involving high-ranking officials within the National Assembly’s Bureau. These include the eighth Vice-President of the institution and the former third Vice-President of the National Assembly, whose declaration obligations pertain to his tenure. Regarding the latter, the oversight body clarified that while the individual is no longer subject to the requirement due to their term ending, no declaration was ever submitted throughout their entire mandate.

OFNAC was keen to emphasize a significant area of compliance at the highest echelons of state governance: all active members of the government have fully adhered to the asset declaration exercise. No minister has either departed from their position or exceeded the statutory deadline without fulfilling their patrimony declaration, with the mention « Néant » (Nothing) appearing in this category of the report, indicating full compliance.
