The departments of Abala and Filingué, located within Niger’s Tillabéri region, have experienced a concerning deterioration in their security landscape over the past week. Reliable local sources and consistent reports indicate that armed terrorist factions are progressively establishing a foothold across several communes, capitalizing on an apparent security vacuum.

These militant clusters are reportedly encircling key areas including Sanam, Abala, Filingué commune, Filingué centre, Imanan, and Tondikandia. Daily sightings of significant group formations are common, and in some localities, public sermons are even being conducted in the presence of the Forces of Defense and Security (FDS), signaling a brazen and established presence.

Local populations grapple with pervasive fear

Residents contacted via telephone paint a grim picture of escalating distress. “We are witnessing these terrorist elements organize right before our eyes. The FDS appear to be avoiding direct engagements,” shared one anonymous resident from the affected zone. Many locals feel that authorities are either inactive or employing an avoidance strategy, which severely erodes public confidence in the national army and gendarmerie.

This current situation evokes memories of the severe hardships endured in Anzourou years ago. Furthermore, Tondikandia borders Baleyara, positioned merely a hundred kilometers from Niamey. Hamdalaye, situated approximately twenty kilometers from the capital, is already a regular haunt for terrorist operatives. The departments of Loga (Dosso region), adjacent to Filingué, and Doutchi are also increasingly impacted.

While Tillabéri, Torodi, and specific parts of Dosso are well-known zones for jihadist group activities, local observers warn that this eastward and southward expansion could potentially jeopardize access to Niamey, thereby isolating the capital from other parts of the country.

Mayors retreat and Toukounous pillaged

Amidst this volatile environment, the mayors of Filingué centre (Chikal) and Tondikandia communes have reportedly withdrawn to Filingué town for their personal safety. Additionally, the Toukounous animal reproduction center has been completely ransacked; all livestock were seized, allegedly under the observation of FDS personnel stationed nearby.

Several local informants suggest that military units, facing inadequate logistical and hierarchical support, are prioritizing the preservation of their troops over engaging in high-risk confrontations within unfavorable terrain.

Tahoua region also under significant pressure

The security alert in Filingué is not an isolated incident. In Niger’s Tahoua region, the Birnin N’Konni department is experiencing intense pressure from groups affiliated with the Islamic State in the Greater Sahara (EIGS/ISSP) and other extremist factions. These terrorist entities operate with considerable freedom, executing simultaneous operations across the area.

Recent incidents have tragically resulted in an estimated one hundred civilian casualties, according to local assessments. Shops, granaries, communication pylons, and petrol stations have been set ablaze. Community leaders have been specifically targeted, intensifying the sense of abandonment felt by the local populace.

Is Niamey facing encirclement?

Security experts focusing on the Sahel have for months highlighted the persistent advancement of jihadist groups, particularly the ISSP and elements linked to JNIM, towards southern Tillabéri and into Dosso. The Tillabéri region continues to be one of the most violent areas in the central Sahel, recording a high number of civilian and military fatalities in 2025.

In response to this escalating threat, local communities are urgently appealing to authorities for swift and coordinated action. “If decisive measures aren’t taken soon, we risk permanently losing control of these vital territories,” cautioned a prominent local figure.

In recent months, Niger’s Defense and Security Forces have issued numerous communiqués detailing the neutralization of terrorists and successful aerial operations. However, on the ground in these rural areas, a stark discrepancy persists between official pronouncements and the lived experiences of residents.

When contacted, Nigerien authorities have yet to issue an official response regarding this latest security alert concerning Filingué and Abala.
