Morocco’s parliamentary diplomacy strengthens global influence

The Chamber of Representatives has placed diplomacy at the heart of its agenda throughout the 11th legislative session. This was emphasized by Rachid Talbi Alami, President of the Chamber, during the closing of the second session of the 2025-2026 legislative year.
In his address, Talbi Alami highlighted that Morocco’s parliamentary diplomacy is guided by a strategic vision, particularly in managing the Sahara issue. He noted that this remains the cornerstone of Moroccan parliamentary diplomacy and a key factor in the Kingdom’s relations with international partners.
The President also reflected on the adoption of UN Security Council Resolution 2797 on July 31, 2025, calling it a “decisive turning point” in addressing the dispute over the Sahara. He stressed that the resolution reinforced Morocco’s position by acknowledging the region’s historical reality and bolstering international support for the Kingdom’s historical rights over its southern provinces.
Parliamentary initiatives align with royal vision
Talbi Alami revealed that the Chamber of Representatives has worked to complement major royal initiatives on both the international and African fronts. He cited efforts to strengthen ties with African Atlantic coastal states and support landlocked nations in gaining access to the Atlantic Ocean.
The President also underscored Morocco’s commitment to peace, coexistence, and environmental protection, noting the Kingdom’s role as a host for major international congresses and forums. These events have led to the adoption of eleven key international parliamentary documents, including global declarations, during the current legislative term.
Strengthening partnerships and multilateral representation
Talbi Alami emphasized the need to build on these achievements by consolidating Morocco’s presence in multilateral parliamentary organizations. He advocated for deeper bilateral cooperation through agreements and forums designed to foster sustainable partnerships and mutual trust.
He also highlighted the importance of international cooperation programs, which have facilitated new dialogue spaces, exchanges of best practices with leading parliaments, and the promotion of Morocco’s democratic model.
Concluding his remarks, the President noted that the Chamber of Representatives is among the few parliaments globally to have developed, adopted, and published practical guides and reference documents on parliamentary action in a comparative approach.
