Kinshasa hands over m23 detainees, fostering hope for eastern drc peace

Congolese authorities have successfully transferred a group of 15 prisoners to the M23 anti-government movement operating in the eastern Democratic Republic of Congo (DRC). This significant handover, confirmed by the Red Cross on Friday, represents a crucial and long-anticipated stride towards de-escalating tensions and advancing the peace process in the region.

The International Committee of the Red Cross (ICRC), which facilitated this operation, did not disclose specific details regarding the identities or roles of the individuals released.

For over three decades, the eastern DRC has been a crucible of conflict. Since 2021, the M23 rebel group has expanded its control, seizing extensive areas within the North Kivu and Ituri provinces, reportedly with backing from Rwanda and its military forces. This protracted conflict has led to severe repercussions, including Kinshasa’s decision in August 2024 to issue death sentences to dozens of individuals, some in absentia, for their alleged involvement with or support of the M23.

A prisoner exchange mechanism was initially formalized in September 2025 in Doha, Qatar, following an agreement between the Congolese government and the M23. However, its implementation faced significant delays due to persistent disagreements between the warring factions. Renewed efforts in April saw both parties recommit to the release of detainees during peace talks held in Switzerland.

The ICRC confirmed that it “facilitated the transport of 15 individuals released by Congolese authorities and their handover” to the M23 over the past two days, from Thursday to Friday. The organization reiterated that this specific operation aligns with the framework established by the Doha mechanism, which was formally agreed upon by all parties in September 2025.

Amidst these efforts, the eastern regions of the DRC are also grappling with an ongoing Ebola epidemic. The ICRC emphasized that the entire transfer operation was conducted with stringent adherence to all necessary disease prevention protocols to ensure the safety of everyone involved.
