Gabon adopts high-tech excise stamps to curb fraud and boost revenue

Gabon is on the verge of enhancing its anti-fraud measures by introducing state-of-the-art excise stamps. This groundbreaking initiative was discussed during a high-level meeting on June 10, 2026, between Gabon’s Vice-President of the Government, Herman Immongault, and a delegation from the Canadian Bank Note Company (CBN), led by Vice-President Fuencisla Santiago. The focus of the discussions centered on deploying an innovative solution to secure excisable goods, aligning with the country’s broader push to modernize fiscal control mechanisms and enhance supply chain transparency for sensitive products.

The proposed system features ultra-secure excise stamps designed to track products from production to point of sale. This technology aims to combat counterfeiting, illicit trade, and tax evasion—issues that disproportionately impact sectors like tobacco, beverages, pharmaceuticals, and cosmetics. “We presented to the Vice-President a partnership opportunity to equip Gabon with a solution that strengthens tax revenue collection by ensuring rigorous oversight of excisable goods,” Fuencisla Santiago commented following the talks.

Boosting public revenue while safeguarding consumers

Beyond revenue protection, the high-tech stamps promise to elevate consumer safety by curbing the flow of counterfeit or substandard goods that bypass health and safety regulations. By enabling end-to-end traceability, these stamps would streamline regulatory oversight, foster transparency in distribution networks, and serve as a vital instrument for public health protection while reinforcing state regulatory capabilities.

The initiative reflects Gabon’s strategic commitment to accelerate economic digitalization and fortify commercial trade security. In response to increasingly sophisticated smuggling and tax fraud networks, the adoption of a proven technological solution would empower Gabon to modernize its governance tools, optimize sovereign revenue collection, and significantly enhance the efficiency of its tax administration.
