Bénin targets $14.5 billion for climate resilience and sustainable growth

Bénin is poised to secure a substantial $14.5 billion, equivalent to roughly 8,004.38 billion FCFA, dedicated to bolstering its economic resilience against climate risks and accelerating a shift towards a sustainable development model. This significant commitment forms the core of the nation’s third Nationally Determined Contribution (CDN 3.0) roadmap, designed to span the period from 2026 to 2035. The strategy was unveiled on August 4th in Cotonou during a pivotal gathering. This event brought together government officials, technical and financial partners, United Nations representatives, and various stakeholders committed to fostering green and inclusive growth.

More than just an environmental pledge, CDN 3.0 is envisioned as a powerful tool for economic transformation. The Béninese government intends to leverage this strategic framework to systematically embed climate risks into public policies, investment decisions, and broader development choices.

The substantial funding is earmarked for programs aimed at diminishing the nation’s vulnerability to extreme climatic events, concurrently fostering more sustainable economic growth. These funds are specifically intended to fortify critical infrastructure, safeguard productive sectors, conserve vital natural resources, and enhance living conditions for communities most impacted by climate change.

Agriculture, Energy, Water, And Infrastructure At The Strategy’s Core

Bénin’s new climate roadmap identifies several priority sectors deemed crucial for national resilience. Agriculture, a cornerstone of the Béninese economy and highly susceptible to climatic fluctuations, stands out as a primary focus. Investments in this area will aim to bolster producers’ adaptive capacities, refine agricultural systems, and secure value chains.

The comprehensive program also encompasses the energy sector, water resources, forestry, public health, infrastructure, tourism, and coastal zones. Specific projects are planned to mitigate the effects of climate change across various territories and strengthen their adaptive capabilities. Within the energy domain, CDN 3.0 seeks to facilitate a transition towards more sustainable solutions, while infrastructure investments are designed to improve preparedness for risks such as floods, coastal erosion, and other climatic phenomena.

Making Climate Action A Growth Driver

For the Béninese government, the overarching goal is to transform climate-related challenges into economic opportunities. The planned CDN 3.0 investments are anticipated to cultivate an environment conducive to the emergence of new green economy sectors, simultaneously enhancing the nation’s overall competitiveness.

This strategy also aims to promote more balanced territorial development, with particular emphasis on the most vulnerable regions and populations. Beyond mere environmental protection, this climate strategy evolves into a potent economic development instrument, capable of stimulating innovation, creating employment opportunities, and bolstering the country’s economic security. Through CDN 3.0, Bénin seeks not only to reduce its susceptibility to climate risks but also to lay the groundwork for a more competitive, inclusive, and enduring economy.
