Bénin senate formation advances with key appointments

The formation of the Senate in Benin has reached a significant milestone with the government finalizing the list of first rightful members for the new parliamentary chamber, following the constitutional reforms enacted in November 2025.

The list includes former heads of state who will automatically join the Senate due to their prior executive roles. Among them are Nicéphore Soglo, Boni Yayi, and Patrice Talon. This inclusion underscores the new chamber’s recognition of their contributions to the nation’s governance.

In addition to former presidents, the list features several former Speakers of the National Assembly, including Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago. Their presence reflects the Senate’s intended integration of legislative experience into its structure.

The Senate’s composition also includes former Presidents of the Constitutional Court, such as Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon. These appointments align with the constitutional provisions that mandate Senate participation for individuals who have served as heads of the judiciary.

The creation of the Senate stems from the constitutional amendments passed in November 2025, which introduced a bicameral parliamentary system in Benin. The new chamber will operate alongside the existing National Assembly, with its membership divided between rightful members—such as former presidents, assembly speakers, and constitutional court heads—and designated representatives selected through defined procedures.

The rightful members of the Senate are specifically those who have completed at least half of their respective mandates in their prior roles, ensuring a balance of experience and continuity in the legislative process.
