Bénin revamps health worker management through decentralization

The administrative and financial oversight of contract-based health workers slated for the 2025 cohort has now shifted entirely to Benin’s 77 municipalities. This landmark move marks a significant shift in how the country’s health sector resources are managed at the local level.

Local governance takes charge of health sector workforce

Effective July 23, 2026, Minister of Decentralization and Local Governance Rodrigue Chaou signed a directive formalizing this transfer of responsibility. The decision aligns with Benin’s broader strategy to enhance grassroots healthcare delivery by placing human resource management closer to the communities it serves.

Consistent paychecks and improved medical access for frontline workers

Under the new framework, contract health workers will receive their salaries no later than the 20th of each month—a schedule mirroring that of state civil servants. This timely payment mechanism eliminates the uncertainty that has long plagued temporary staff in the sector.

Additionally, the management of health coverage for these professionals has been handed over to local authorities. Municipal governments now handle claims and service delivery directly, reducing bureaucratic delays and ensuring faster medical attention for workers across the country’s regions.
