The Committee for the Evaluation of Public Policies (CEPP) is tasked with organizing, directing, and monitoring parliamentary assessments of government initiatives. Its primary goal is to enhance the scrutiny of public administration and boost the effectiveness of implemented policies.

Senegal’s National Assembly has taken a significant stride forward in bolstering its parliamentary oversight capabilities. On Friday, August 21, 2026, members of parliament convened for the inaugural meeting of the Committee for the Evaluation of Public Policies (CEPP). This crucial session focused on formally establishing the committee and electing its leadership bureau.

The establishment of the CEPP marks a pivotal moment in Senegalese parliamentary life. Envisioned since the constitutional revision of 2016, the rigorous evaluation of public policies is now fully operational within the National Assembly. This committee is specifically mandated to structure, execute, and monitor parliamentary evaluations of public policies, thereby strengthening accountability in public action and improving the efficacy of government strategies.

Composition of the Committee for Public Policy Evaluation

The committee’s membership comprises the President of the National Assembly, leaders of the various parliamentary groups, the representative for non-affiliated deputies, and the chairs of the 14 standing committees. Additionally, nine other deputies, along with their alternates, join the body. These additional members are appointed based on the proportional representation of the officially recognized parliamentary groups, also incorporating suggestions from non-affiliated deputies.

Following the inaugural session, the CEPP’s Executive Bureau was formally established. Ousmane Sonko, who also serves as the President of the National Assembly, has taken on the crucial role of the committee’s President. He is supported by Mohamed Sall as the First Vice-President and Djimo Souaré as the Second Vice-President. Béatrice Germaine Faye has been appointed as the First Secretary, with Adama Diallo serving as the Second Secretary.

Through the formal launch of this vital committee, the National Assembly aims to provide a tangible framework for the parliamentary evaluation of public policies, thereby solidifying its indispensable role in scrutinizing governmental actions and ensuring accountability.
