Morocco eu water policy gets €348 million boost for sustainability
A groundbreaking €348 million (3.7 billion Moroccan dirhams) program to bolster Morocco’s National Water Policy was unveiled this week by the Ministry of Equipment and Water, in collaboration with the European Union, Germany, France, and Italy.
This initiative marks a milestone in what officials call a “Team Europe” approach, combining €48 million in EU grants with three concessional loans totaling €100 million each. These funds are being channeled through the French Development Agency (AFD, lead partner), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW).
The European support is designed to reinforce Morocco’s public water policy framework, structured around four key priorities: deepening understanding of water resources amid climate change impacts, strengthening management of extreme events like droughts and floods, safeguarding water quality and biodiversity, and preserving groundwater reserves.
This initiative aligns with the Morocco-EU Green Partnership, signed in late 2022, and the Mediterranean Pact, adopted in late 2025, both of which position climate resilience and water resource management as shared priorities.
It also complements ongoing national efforts, including Morocco’s Water National Plan and the 2020-2027 National Program for Drinking Water Supply and Irrigation (PNAEPI).
