Côte d’Ivoire unveils long-term territorial development plan for 2045

In Abidjan, Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, led the national validation workshop for the Côte d’Ivoire National Territorial Development Plan (SNAT CI-2045) this Thursday. The event brought together key stakeholders including government institutions, prefects, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

The completion of this study marks a critical milestone toward adopting the country’s first national territorial planning framework. The SNAT CI-2045 is set to provide Côte d’Ivoire with a robust national planning tool to steer public and private investments, enhance government efficiency, and promote balanced regional development.

Under the leadership of President Alassane Ouattara, the Ivorian government continues to strengthen its strategic planning framework to support the nation’s economic, social, and environmental transformations. Territorial planning plays a pivotal role in this vision, ensuring a fairer distribution of investments, unlocking regional potential, and aligning development policies for greater cohesion.

The SNAT CI-2045 serves as the long-term blueprint for spatial organization, guiding the strategic placement of public and private investments. It harmonizes state interventions, local governance, and development actors by assigning specific roles to each region based on its unique strengths.

“The 2026-2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a territorial framework for the long term and will serve as the foundation for future development plans. Together, these documents ensure a unified and coherent public policy across all regions. Our mission as the Ministry in charge of Territorial Planning and Regional Development is to ensure every area contributes meaningfully to the nation’s progress,” stated Dr. Souleymane DIARRASSOUBA.

The validated orientations reflect a meticulous, multi-level participatory process grounded in scientific analysis. They address pressing challenges such as reducing regional disparities, managing urban expansion, boosting territorial competitiveness, strengthening local governance, safeguarding natural resources, and deepening regional integration.

The SNAT CI-2045 envisions a Côte d’Ivoire where all regions are resilient, competitive, and prosperous. It is structured around five strategic pillars: balanced territorial development, efficient urban-rural networks, stronger territorial governance, a high-performance and inclusive economy, and accelerated climate transition.

Following the workshop, the draft plan will be submitted to the Government and later to Parliament for adoption into law. Once finalized, this first national territorial planning framework will guide state action, directing investments to areas where they can have the greatest impact and fostering balanced national development.
