Bénin’s interior ministry assesses mid-term performance of its 2026 annual work plan
From August 4 to 6, 2026, Cotonou hosted a crucial gathering where key stakeholders from the expenditure chain and leadership of Bénin’s Ministry of Interior and Public Security convened. Their objective was to meticulously review the progress of the Annual Work Plan (PTA) as it stood on June 30. This comprehensive assessment aims to pinpoint any discrepancies and challenges encountered, enabling the formulation of precise corrective measures for the upcoming second half of the year.

The inaugural session, held on Tuesday, was presided over by Djibril Mama Cissé, the Minister in charge of Interior and Public Security. This pivotal meeting focused on the presentation of a comprehensive synthesis report detailing the ministry’s financial execution up to June 30, 2026. Additionally, participants thoroughly examined the report on the implementation of public procurement plans.
The working sessions brought together program managers, senior executives from various ministerial departments, and all key personnel involved in the expenditure chain. Discussions centered on evaluating the execution level of interventions outlined in the 2026 Annual Work Plan and assessing the results achieved against the predefined objectives and indicators for the first semester.
Participants are also tasked with analyzing any deviations between planned forecasts and actual accomplishments. Furthermore, they will scrutinize the constraints that have impacted the implementation of activities and collectively define strategic actions designed to enhance performance during the final six months of the current fiscal year.
An integrated review for budgetary steering
In his address, Minister Djibril Mama Cissé underscored the significance of the mid-term review, characterizing it as an essential instrument for steering public action. He articulated that this exercise is crucial for measuring the progress made, identifying any impediments to achieving objectives, and collaboratively agreeing upon necessary adjustments to course.
The Minister further emphasized the imperative for the administration to maintain a steadfast focus on performance, efficiency, and tangible results. This commitment, he noted, is particularly vital in an environment marked by increasingly high expectations from citizens regarding public governance and security.
Abdel Nasser Samary, the Director of Planning, Administration, and Finance for the ministry, conveyed that the organization of this review is an integral part of the ongoing process to update the department’s medium-term expenditure framework.
Deliberations are scheduled to continue until August 6, encompassing various presentations on program-based management and detailed execution reports. Participants will also critically examine the recently issued decree concerning the ministry’s responsibilities, organizational structure, and operational modalities, alongside reviewing texts related to newly established structures within the department.
