LOMÉ, August 17, 2026 — Local governments in Togo face a critical challenge: delivering on public expectations without adequate or well-managed financial resources. To address this, officials from communes Golfe 2, Golfe 3, Agoè-Nyivé 5, and Agoè-Nyivé 6 are gathering in Golfe 7 for a three-day training session focused on improving financial mobilization and management.
Organized under the National Training Plan by the National Agency for Local Government Training (ANFCT), the workshop aims to equip local leaders with practical strategies to boost municipal revenues and optimize their use. The initiative reflects a growing recognition that financial autonomy is essential for sustainable local development.
Financial independence: the driving force behind local governance
The core of the challenge lies not just in finding new funding sources but in securing existing revenue streams, enhancing collection efficiency, and ensuring resources translate into tangible public services. A locality’s financial capacity directly impacts its ability to fund infrastructure, maintain equipment, and meet social and economic needs.
This training session seeks to strengthen the financial acumen of municipal officials—a cornerstone of effective local governance. By fostering skill development and peer learning, the program aims to empower participants to implement lasting improvements in their communities.

The workshop was inaugurated by Golfe Prefect Kossivi Agbodan, alongside Golfe 7 Deputy Mayor Adaka Koffi and representatives from participating communes, general secretaries, and financial officers. Speaking on behalf of the Mayor-Senator, Adaka Koffi emphasized the training’s role in building genuine financial autonomy for local governments.
The program prioritizes hands-on learning, encouraging participants to share challenges, compare best practices, and develop actionable solutions tailored to their municipalities. This interactive approach ensures that lessons learned can be immediately applied in the field.

Prefect Agbodan underscored a second critical priority: rigorous financial management. Simply increasing revenue is meaningless if funds are mismanaged. He stressed that mobilization efforts must align with transparency, accountability, and fiscal prudence to ensure resources effectively support local priorities.
