Gabon inaugurates new prison security headquarters annex

Modern facility unveiled in Libreville

President Brice Clotaire Oligui Nguema officially inaugurated the new annex building of the Command-in-Chief of the Penitentiary Security in Libreville. Named the General Brigade Building Brice Clotaire Oligui Nguema, this three-story structure features 38 offices and is part of Gabon’s broader judicial and penitentiary modernization efforts.

Key infrastructure for administrative reform

The newly commissioned facility includes specialized rooms for operations, monitoring, and conferences, designed to enhance the working conditions of penitentiary security personnel. During the inauguration ceremony, attended by government officials, military commanders, and high-ranking officers, the President symbolically cut the ribbon to mark its official launch.

The building will serve the Command-in-Chief, currently led by General Jean Germain Effayong Onong, whose commitment to the project was highlighted by Justice Minister Augustin Emane.

Beyond infrastructure: addressing prison challenges

While celebrating this administrative milestone, Minister Emane emphasized that modernizing central offices alone is insufficient. He called for a closer look at Gabon’s prison realities, stressing the urgent need to upgrade detention facilities, dormitories, surveillance systems, and security equipment. The reform’s next phase must focus on improving detention conditions and operational efficiency within prisons.

Balancing security with human dignity

Emane reiterated the government’s goal to uphold firm justice while ensuring the dignity of detainees. This includes creating secure, internationally compliant detention environments that prioritize humane treatment, staff safety, and eventual reintegration. The inauguration concluded with a military chaplain’s prayer and a tour of the new facilities by the President, who was also greeted by Ali Adiahéno, representative of Abnia Gabon, the construction firm behind the project.

With this modern annex now operational, the Command-in-Chief has gained a state-of-the-art administrative hub. The real test, however, lies ahead: extending these improvements to the heart of Gabon’s prisons to benefit both staff and detainees alike.
