Morocco and EU launch €348 million water partnership to combat climate change
A landmark Morocco-EU water partnership has been unveiled, transforming political commitments into tangible actions to address one of the 21st century’s most pressing challenges.
Through this groundbreaking initiative, Morocco and the European Union are taking decisive steps to strengthen water security amid growing climate pressures.

The launch event brought together representatives from the Ministry of Economy and Finance and European partners, marking the beginning of a coordinated effort under the Team Europe approach. This framework unites EU institutions and member states to deliver strategic projects that address shared environmental challenges.
The financing structure combines €514.4 million in EU grants with nearly 3.2 billion dirhams in concessional loans from three European financial institutions: Germany’s KfW, Italy’s Cassa Depositi e Prestiti (CDP), and France’s Agence Française de Développement (AFD), which leads the initiative. Together, these resources will support Morocco’s National Water Plan (PNE) through four key priorities: enhancing water resource knowledge to better understand climate impacts, strengthening management of extreme weather events like droughts and floods, protecting groundwater reserves, and building institutional capacity across the water sector.
Technical assistance will play a crucial role in achieving these goals, fostering knowledge exchange and collaboration between Moroccan and European experts. Speaking at the launch, Morocco’s Minister of Equipment and Water, Nizar Baraka, emphasized the dual nature of water as both a national heritage to safeguard for future generations and a strategic sovereignty issue at the highest state level.
With recurring droughts straining the Kingdom’s water supplies, Minister Baraka highlighted Morocco’s proactive approach—shifting from reactive measures to long-term water management strategies. He noted that this new program will bolster the country’s resilience to climate change while ensuring sustainable water governance.
For the European Union, this initiative reflects a commitment to supporting Morocco in its efforts to manage natural resources sustainably. The EU Ambassador to Morocco, Dimiter Tzantchev, explained that the program aligns with the Morocco-EU Green Partnership and the Mediterranean Pact, both of which prioritize climate resilience and water management as central pillars of Euro-Mediterranean cooperation. He emphasized that the Team Europe approach enables the pooling of financial and technical resources to deliver concrete solutions to shared climate challenges.
Like much of the Mediterranean region, Morocco faces increasing pressure on its water resources. Between 2017 and 2025, the country experienced multiple severe droughts, while water demand continued to rise due to population growth and economic development. This new program complements existing efforts under the National Water Plan and the National Drinking Water and Irrigation Program (PNAEPI) 2020–2027.
Ambassadors from Germany, Italy, and France all praised the initiative as a potential model for regional cooperation. Germany’s KfW will focus on climate adaptation and groundwater protection, Italy will contribute expertise in water resource management and gender equality in the sector, and France, through AFD, will ensure robust implementation with a strong emphasis on climate resilience and gender mainstreaming.
